EU CBAM

BACKGROUND

Carbon Border Adjustment Mechanism is EU regulation aimed at preventing
“carbon leakage”

Initially covers specific products in certain carbon-intensive industries: iron and
steel, aluminium, fertilisers, cement, hydrogen, electricity; planned scope
extensions

Designed to level the playing field for EU producers paying carbon taxes and
incentivise non-Eu trading partners to decarbonize

“Preliminary” period starts October 2023

First reporting obligations in January 2024; EU CBAM declarants must file a
report based on CBAM structure for all non-EU suppliers / imported goods

“Definite” period starts January 2026: only authorised EU CBAM declarants can
import CBAM goods; obligation to buy CBAM certificates linked to carbon
footprint (carbon taxes)

From reporting to green economy

REPORTING CHALLENGES

CBAM Exporter with the carbon sources

Modelling

Have you established correct system
boundaries?

Have you included all carbon emission sources?

Have you considered correct factors (not just
default ones)? Are you using the latest factors?

Have you converted all units correctly?

Have you used the correct formulas from the
regulation?

Is your reporting tool correctly programmed to
account for all emission sources?

Is your calculation mathematically correct?

Verification

Are the sources of the business data reliable
and accurate? Do you have evidence for all
variables you are using in calculations?

Are you using a certified verification firm?

Have you demonstrated to the verifier sufficient
evidence of your calculation?

Is your report in the correct format?

Has your importer accepted your report?

Has your importer used the same carbon
footprint for your products as your calculation?
